Partnership Plus
Under the new Ticket regulations, SSA will compensate both a State VR agency and an EN for successfully serving the same beneficiary under the same Ticket. The VR agency must be serving the beneficiary under the CR program and the services must be provided sequentially, not concurrently. This new service delivery model, referred to as Partnership Plus, is designed to beneficiaries’ needs for job retention services and/or ongoing support services after VR case closure.
It is expected that State VR agencies will see an increase in their CR payments as beneficiaries receive assistance from ENs to help them maintain their employment and/or increase their work effort after VR case closure. As beneficiaries receive post-employment assistance, increasing numbers are likely to work for 9 months within a 12 month period with earnings above the applicable SGA level and, as a result, State VR agencies will be able to submit increasing numbers of CR claims. In addition, the ENs providing the ongoing support services or job retention services will be able to submit for Phase 2 Milestone payments and Outcome payments as the gross earnings of these beneficiaries exceed the applicable SGA levels.
