Cost Reimbursement, Ticket and the VR Process
State VR agencies were given an automatic status as an EN in the Ticket legislation. As a result, they do not need to respond to the EN Request for Proposal (RFP) to be able to function as an EN. A State VR agency must simply notify SSA in writing of the desire to participate in the Ticket program. The Ticket legislation also gave VR agencies the option to choose, on a case-by-case basis, between serving a beneficiary under the traditional CR program or as an EN under the Ticket program. If a VR agency is planning to serve beneficiaries as an EN, it must notify SSA in writing of its elected EN payment system (Outcome Payment System or Outcome/Milestone Payment System).
State VR agencies were also given the choice, on a case-by-case basis, to decide whether to serve beneficiaries under the traditional CR program or as an EN under the Ticket program.
