Common Partnership Plus Models
VR (CR) > EN
- The model the proposed regulations envisioned as the most common.
- This model enables VR to provide services, hand off a beneficiary to an EN at case closure, and receive CR when the beneficiary attains the 9 months of earnings that qualify a State VR agency to submit a CR claim.
- The EN can submit for Phase 2 Milestone and Outcome payments as the Ticket Holder attains the prescribed levels of work and earnings.
- A service provider may receive payments from VR under a vendor contract and later function as an EN after the VR case is closed.
VA as EN > EN
- VR is functioning as an EN.
- VR must obtain Ticket assignment by having the beneficiary sign the SSA-1365, which is then submitted to MAXIMUS.
- VR closes the beneficiary’s case, but keeps the Ticket assignment, or
- VR closes the case and the beneficiary un-assigns his/her Ticket from VR and reassigned it to another EN. (NOTE: In such cases, VR and the EN will likely end up sharing EN payments based either on the terms of a written agreement or on what MAXIMUS recommends based on the services provided by each and other those services contributed to the beneficiary’s successful employment outcome.
VR as EN with Partners
- VR operates as an EN and has a partner (or partners) that provide services and follow-up after VR closes the case.
- As the EN of record, VR handles administrative tasks associated with the Ticket program and shares payments with the partner based on a written agreement.
- Partner may also be a free-standing EN that has the option of working with VR under a Partnership Plus model.
EN > VR(CR) > EN
- EN is a primary entry point for beneficiaries seeking employment-related services.
- Referral is made to VR after beneficiaries have some work experience and the EN continues provide supports after the VR case is opened.
- If the EN is referring a beneficiary who is planning to un-assign his/her Ticket, the EN starts functioning as a VR vendor once the VR case is opened.
- If the EN plans to keep the beneficiary’s Ticket assignment, the EN and DVR must have a written agreement on file with MAXIMUS, describing how the EN will compensate DVR for providing specific services.
- After the VR case is closed, the Ticket Holder has the option of going back to the EN where the Ticket was originally assigned or to another EN of choice.
- This model may be used in situations where VR has a waiting list of eligible individuals that includes Ticket Holders. This would enable Ticket Holders to start work and then access VR services later to maintain or advance in employment.
