Comparison of Roles When VR Serves Beneficiaries under CR or As an EN under the Ticket Program

The following chart summarizes the roles a State VR agency and a partnering EN would assume when the State VR agency is serving beneficiaries under Cost Reimbursement versus when the State VR agency is functioning as an EN under the Ticket program.

  10. Participate with partners in joint training regarding the Ticket program and SSA work incentives.
  11. Coordination of benefits counseling during VR process.
  12. Sharing of employment and earnings information with EN partner(s).

 

  1. Determine the Ticket status of beneficiaries who choose VR as their EN.
  2. Assignment of the Ticket through the development of an IWP.
  3. Provision/coordination of services in the IWP.
  4. Continued support services so that the Ticket Holder continues to maintain employment and increase his/her wages.
  5. Coordination and information sharing with VR agency regarding Ticket Holder’s earnings so VR can monitor progress towards a Cost Reimbursement claim.
  6. Coordination of continued access to benefits counseling.
  7. Coordination with VR if post-employment services or opening of a new VR case is required.

Payment Options:

Outcome-Milestone:

  • If the Ticket Holder exits VR in employment, Phase 2 Milestone and Outcome payments are available to the EN as the beneficiary attains the required levels of work and earnings.
  • If the Ticket Holder exits VR not in employment, then all Milestone (both Phase 1 and Phase 2) and Outcome payments are available to the EN as the beneficiary attains the required levels of work and earnings.

Outcome Payments;

  • All Outcome payments are available to the EN as the beneficiary’s net earnings exceed SGA and the beneficiary reaches the zero cash benefit status regardless of the beneficiary’s employment status at the time of VR case closure.

VR as EN

  1. The State VR agency elects to function as an EN under the TTW program for some beneficiaries and notifies SSA in writing, including selecting the EN payment method the State VR agency will utilize.
  2. Provides beneficiaries with Tickets with information about the Ticket program and their options for using their Tickets.
  3. The State VR agency identifies eligible Ticket Holders and works with them to develop their IPEs, including any information necessary for the IPE to serve as the IWP.
  4. A State VR agency determines on a case by case basis which beneficiaries will be served as an EN under the TTW program.
  5. A Ste VR agency provides services and supports based upon the IPE/IWP.
  6. A State VR agency and the beneficiary determine at point of a successful VR employment outcome if VR will continue as the EN or un-assign the Ticket.
  7. When VR un-assigns the Ticket, VR informs the Ticket Holder of his/her option to assign the Ticket to another EN.
  8. A State VR agency may have agreements with EN’s regarding the sharing of Ticket payments when a Ticket Holder chooses to assign his/her Ticket to another EN.
  9. If  the State VR agency continues as the EN following the completion of the VR case, then VR may have agreements with other EN’s and/or providers to share Ticket payments.

EN’s may offer services to Ticket Holders following the un-assignment of Tickets to VR.

  1. Determine the Ticket status of beneficiaries following the completion of VR.
  2. Assignment of the Ticket through the development of an IWP and submitting it to MAXIMUS.
  3. Provision/coordination of services in the IWP.

Agreement with VR and EN

VR and EN’s can develop agreements that will spell out each parties rolls and the sharing of Ticket payments.

  • All payments that have not been made to a previous EN, including VR functioning as an EN, are available as the beneficiary reaches the required levels of work and earnings.
