Partnership Plus Case Scenarios

The following scenarios provide three typical examples of the flow of a Partnership Plus case through to VR submitting a CR claim.

Example 1: VR Case Closed with Beneficiary Earning Below SGA

  1. VR opens a beneficiary’s case, negotiates an IPE, and chooses CR.
  2. VR completes the services listed in the IPE, places the beneficiary in employment with earnings below SGA, and closes the case after the beneficiary has stabilized in employment for 90 days.
  3. The beneficiary assigns his/her Ticket to an EN that is using the Outcome/Milestone payment system and receives ongoing support services.
  4. Since the Phase 1 Milestone payments are not available to the EN, the EN has a strong incentive to get the beneficiary up to SGA earnings so the EN can start submitting for Phase 2 Milestone payments.
  5. Under a Partnership Plus referral agreement, the EN provides timely notice to VR when the beneficiary’s earnings exceed SGA for 9 months, or VR uses its existing methods of tracking beneficiary earnings after case closure.

Example 2: VR Case Closed with Beneficiary Earning Above SGA

  1. VR opens a beneficiary’s case, negotiates an IPE, and chooses CR.
  2. VR completes the services listed in the IPE and closes the case with beneficiary employed above SGA after 90 days.
  3. The beneficiary assigns his/her Ticket to an EN that is using the Outcome/Milestone payment system.
  4. One calendar month after Ticket assignment, the EN begins submitting for Phase 2 Milestone payments.
  5. If the beneficiary continues working and goes into zero cash benefit status, the EN can begin submitting for Outcome payments.
  6. Under a Partnership Plus referral agreement, the EN provides timely notice and data to VR documenting the beneficiary’s work and earnings and VR uses this information to submit a CR claim, or VR uses its existing methods of tracking beneficiary earnings after case closure.

Example 3: VR Case Closed with Beneficiary Not Employed

  1. VR opens a beneficiary’s case, negotiates an IPE, and chooses CR.
  2. VR provides the services in the plan, but the beneficiary is not placed in employment.
  3. At the request of the beneficiary, VR closes the beneficiary’s case with beneficiary unemployed (unsuccessful closure), and the beneficiary subsequently assigns his/her Ticket to an EN.
  4. The EN negotiates an IWP, provides the negotiated services, and places the beneficiary in employment.
  5. As the beneficiary obtains gross earnings at the Trial Work level, the EN can begin submitting for Phase 1 Milestone payments.
  6. As the beneficiary continues working and increases his/her gross earnings to the applicable SGA level, the EN can submit for Phase 2 Milestone payments.
  7. If the beneficiary keeps working and enters the zero cash benefit status, the EN can submit for Outcome payments.
  8. As some of these beneficiaries reach SGA level earnings over time, VR would be able to submit CR claims as long as VR can demonstrate that the VR services contributed to the overall success of the beneficiary.
  9. Under a Partnership Plus agreement, the EN provides timely notice and data on beneficiary earnings to VR to use in submitting a CR claim.
